From reading this blog, one could be forgiven for thinking that the contents of the Z. Taylor Vinson Collection consist solely of automotive materials. However I am happy to report that this is definitely not the case. Mr. Vinson had a strong interest in many different forms of transportation. In addition to collecting automotive materials, he also actively collected materials pertaining to various modes of non-automotive transport. This week, I decided to highlight one of the series of non-automotive materials in the Z. Taylor Vinson Collection: Airplane Makes.

The Airplane Makes series represents a very small portion of the collection, consisting of only 2.5 boxes of materials. However the depth and significance of its contents more than make up for its small size. The materials found in this series cover most of the era of manned powered flight, dating from 1911 to 2009. Seventy-five airplane manufacturers are represented in this series, including present-day firms such as Airbus and Boeing, and defunct companies such as Bl?riot and Ryan. The firms represented are from a number of different countries, including, but not limited to, the United States, France, Germany, and Russia. Numerous civilian and military airplanes are documented in this series.

Most of the material formats found in the Airplane Makes series are similar to those in the automotive portions of the collection. The series consists mainly of materials published by the airplane manufacturers, including trade catalogs, company overviews, company magazines, and media information. Also found in this series are numerous magazine and newspaper advertisements through which the manufacturers touted their latest creations to the public. The series also contains a significant amount of materials not published by the manufacturers, including, but not limited to, newspaper articles, magazine articles, miscellaneous magazines, and government documents.

The Airplane Makes series holds more than its share of fascinating items. One such item is a 1911 company overview from the French manufacturer Bl?riot, published a mere eight years after the Wright Brothers? historic flight at Kitty Hawk. Also of interest in this series are the magazine advertisements for the Ford Trimotor, a transport plane manufactured by Ford Motor Company during the 1920s and 1930s.

And the Truth is Somewhere in Between?ADHD and Special ...

Children?s Medical Conditions and Special Education written by Michele Hancock addressed whether children with ADHD and other medical conditions qualify for special education. Dennise Goldberg published Students with ADHD can be Eligible for an IEP at the Special Education Advisor in response to Michele?s article. We asked our own special education attorney, Katie Kelly, Ph.D., J.D, to provide her input. Her response follows.

At the crossroads between law and disability, there are often no precise answers. The issue of? Other Health Impaired (OHI) coverage for ADHD is a brilliant example of this. Bear with me while I try to clarify why there is no correct answer to the OHI/ADHD question.

ADHD Coverage Under OHI
Basically, the law states that there is a provision for ADHD under OHI.? Although this seems simple and clear on it?s face, legally, there is a inherent quagmire in the statute: need. To meet the criteria of OHI for ADHD, the student must not only demonstrate a chronic or acute effect from the disorder, they must show a need for services.? Unfortunately, the term ?need? has no definition or standard associated with it under IDEA.

The intent of the law was to cover kids who really, truly struggle, not kids with good GPA?s whose parents are looking down the road to testing accommodations for the SAT, or extra time for homework completion or parents who want the school to be in charge of getting the student?s homework back and forth.?? The ADHD category is, rightly or wrongly, often seen by districts as a designation ripe for ?gaming?? by high achieving families who want to keep up a student?s GPA and get them extra time on a standardized college admissions test.? Schools are rightly hesitant to supply already limited resources to kids such as these who are not terrifically impacted.? The policy behind the law is that special education is designed to help students who are in danger of drowning academically, despite normal educational and parental supports.

ADHD-Related Behavioral Issues
One factor that sometimes impacts the equation is behavior.? If the student has a string of ADHD-related? behavioral issues, some schools will be more likely to give an IEP as a way to move a student towards increased supervision in an effort to reduce the student?s ability to disrupt class or act out.? But even this is not standard across districts.? Some schools prefer not to give an IEP so they can suspend the student more easily when they?re disruptive (in my personal experience, this is done to motivate the parent to medicate or seek private counseling for the student).? Again, there is no clear legal standard as to what constitutes need in seeking an OHI designation for ADHD relative to behavior, so the level of behavior needed to trigger an OHI designation is up to the district.

ADHD and Medication
The final issue that is often associated with ADHD/OHI? has to do with medication.? Although, legally, the school may not approach the subject with a family, it is the elephant in? the room.? Many kids w/ ADHD are competent when medicated and do not need accommodations.? Since ADHD is a medical condition, schools expect parents to medicate in the same way they expect parents of diabetics to medicate their children.? Parents may balk at medicating, feeling that medication is not necessary. Schools then get mad at the parent for expecting the school to fix something the school thinks is the parent?s obligation to fix. Like I said, not a legal point, but one that should be recognized as a hidden factor.

Summary
So, as you can see, this is a gray area.? Legally, yes, kids w/ADHD fall under OHI.? But there is a legal nuance that many people miss in these discussions: need.?Does the student actually need special education services? Letters from OSEP (the Office of Special Education Programs) say that a high GPA is not a disqualifying factor for a designation of OHI.? But, OSEP, as well as IDEA,? both call for the student to have, not just a ADHD diagnosis, but some ?actual need for services?.? OSEP clarifies need as a ?demonstrated adverse effect? on the student?s education caused by the ADHD? leading to a ?specific need for services?. ? School districts vary widely over what constitutes both ?adverse effect? and? ?need?, and neither term is statutorily defined.?? Classroom failure almost always constitutes a need. ? Without failure, most school districts are allowed to make the decision based on their district?s determination of need.?? In effect, this means that although most districts are comfortable with giving a 504 plan, they will balk at giving IEP services for ADHD without a compelling reason.?? Parents can make a case, or ask for an IEE (independent educational evaluation) to get an expert?s report claiming need but even then it can be difficult to meet the burden set by a district for an OHI designation.?? In the age of diminishing resources in special education, the OHI designation for ADHD is getting harder and harder to come by.

So, bottom line?getting an IEP for OHI/ADHD is very fact and district specific. The law allows for it if there is a need, but sets no standard for the type or level of need.? The more data the parent has documenting an adverse effect caused by the ADHD, the better the chances of getting an IEP.

US probes Chinese banks on Iran business: Report

WASHINGTON: US justice authorities are broadly probing Chinese banks over their business with Iran, The New York Times reported Thursday, after one Chinese bank was hit with sanctions in late July.

The authorities have extended investigations of British banks HSBC and Standard Chartered to search for information on Chinese banks' relationships with Iran that might have violated US sanctions, the Times said.

The probes involve the US Justice Department and the Manhattan, New York district attorney's office, and remain at an informal level.

But they come after both of the British banks have been hit with hefty fines in the United States for handling money transfers and other business that crossed US sanctions.

Earlier this month Standard Chartered settled extensive sanctions violation allegations with New York state's Financial Services Department, agreeing to pay a $340 million fine.

Federal officials are still investigating the bank on the same accusations.

Both banks have extensive Asia and Middle East networks and both have deep links with China's financial system.

"Prosecutors hope that the banks' executives, as part of settlements, will shed more light on Chinese banks' independent relationships with Iran," the Times said.

But US prosecutors do not yet have enough information to launch formal investigations, it added.

The main concern is that suspect Iran firms may tap Chinese banks to help transfer money to them that could be routed through US units of the Chinese banks.

Investigations into sanctions violations by other major global banks, including ABN-Amro, Barclays, Credit Suisse, Lloyds and ING, "yielded valuable information about Chinese banks' relationships with Iran," the Times said, citing US law enforcement officials.

On July 31 Washington imposed official sanctions on the Bank of Kunlun, which is controlled by the state-owned energy giant China National Petroleum Corp.

The US Treasury said the bank "has provided significant financial services to more than six Iranian banks that were designated by the United States in connection with Iran's weapons of mass destruction programs or its support for international terrorism."

A furious Beijing said the US move on Kunlun Bank was groundless and "seriously violates the norms of international relations and damages China's interests."

The Abandon Normal Devices Festival has come to town and its patented mix of edgy digital art, intriguing talks, mind-bending film and live happenings is in full flow. An annual collaboration between two like-minded North West multi arts venues ? Liverpool?s FACT and Manchester?s Cornerhouse ? ?the main action of the festival rotates between the two cities while spinning out interesting projects across Lancashire and Cumbria.

It?s Manchester?s turn this go round, and as usual we?re being treated to a feast of curious works that blend genres and challenge our perceptions of what culture can be. Such as a post-apocalyptic drive-in complete with wrecked cars to sit on. That?s Empire Drive-In, from Brooklyn artists Todd Chandler and Jeff Stark, and we can?t imagine a better place to watch Mad Max II: The Road Warrior, augmented with live tributes from Manchester troupe Tranarchy. The film programme is stuffed with tasty screenings, including Gravity Was Everywhere Back Then, Brent Green?s quirky live action/stop animation love story, and Turner nominee Luke Fowler?s film debut, All Divided Selves, which digs into the psychology of RD Laing.

The so-called tabletop PC is a Windows 8 device targeted at families as it can easily convert from a very traditional upright position to a full flat profile. NEW YORK (AP) ? Victoria Azarenka looks quite comfortable so far on the hard courts at Flushing Meadows.

She's the world's top-ranked player and the Australian Open champ, but Azarenka has never advanced past the fourth round at the U.S. Open.

No hint of her past struggles in her first two matches this year, though. Azarenka beat qualifier Kirsten Flipkens 6-2, 6-2 in 65 minutes in the second round Wednesday.

"I don't feel like I have to prove something," Azarenka said.

She hasn't made it beyond the third round as a top-10 seed in each of the last three years. In 2010, she collapsed on court after hitting her head before her second-round match. Last year, seeded fourth, she had the bad luck of drawing 28th-seeded Serena Williams in the third.

"The next match is going to be the usual match for me. I don't have anything that, you know, it's the third round or I have to win that I didn't the last two years," Azarenka said.

So far in 2012, she's lost just five games through her first two matches. Next up is 28th-seeded Zheng Jie of China, who beat Magdalena Rybarikova 6-3, 6-1.

It was another quick, predictable result in a tournament with few upsets or even nail-biters yet.

David Ferrer opened his tournament with a result befitting a top-four seed. Ranked fifth, Ferrer moved up a spot because fellow Spaniard Rafael Nadal is out with knee problems. Ferrer beat 34th-ranked Kevin Anderson of South Africa 6-4, 6-2, 7-6 (3).

It was potentially a tough first-round matchup for Ferrer: Anderson made the third round at Flushing Meadows each of the last two years. But Ferrer was in control throughout, facing just three break points ? all in the third set ? and saving all of them.

"It was not easy match, no, with Anderson," Ferrer said. "He's a really good player. He's very strong first and second serve. I'm happy."

One surprise Wednesday: American wild card Mallory Burdette is through to the third round in her Grand Slam debut.

The 252nd-ranked Stanford All-American beat No. 69 Lucie Hradecka 6-2, 6-4. A 21-year-old from Georgia, Burdette was this year's NCAA singles runner-up to teammate Nicole Gibbs.

She figured that loss cost her the only chance of making the Open, but she got in as the American woman who earned the most points on the USTA Pro Circuit this summer. Now her next opponent could be Maria Sharapova.

"To end up here at the US Open was a huge surprise," she said. "I never expected that at the beginning of the summer."

In other women's second-round matches, 15th-seeded Lucie Safarova beat Aleksandra Wozniak 6-3, 4-6, 6-2, and 19th-seeded Nadia Petrova defeated Simona Halep 6-1, 6-1.

Other top players on the court later Wednesday include the third-seeded Sharapova and Andy Murray, along with three-time champ Kim Clijsters and top American John Isner.

I understand that as of right now i am ahead of the game, but i would like to have a stock option that pays dividends. i have been watching sprint, gold,silver, barrels of oil.

Yemeni minister survives assassination attempt

ADEN (Reuters) - Yemen's Transport Minister Waed Abdullah Bathib survived an assassination attempt on Saturday when shots were fired at his car, a local government official said.

Nobody was hurt in the attack in the southern city of Aden, but Bathib's car was pockmarked by bullets, the official told Reuters.

He said that the shots were fired from another car. It was not clear who was behind the attack in the Khormaksar district of the city or how many gunmen were involved.

Bathib is a member of the Yemen Socialist Party, the former ruling party of South Yemen, of which Aden was the capital, before its unification with the north in 1990.

The Middle East's poorest country, where guns outnumber people by a ratio of three to one, is grappling with an insurgency by al Qaeda sympathisers in the south and a conflict in the north with the militant Houthi group of Zaydi Shi'ite Muslims.

It also faces a southern separatist movement aimed at establishing a new state of south Yemen with Aden as the capital.

Former president Ali Abdullah Saleh, who had ruled in north Yemen since 1978, was forced from power early this year after a year-long popular uprising that caused splits in the military and divided the country's powerful tribes.

US Attorney: 30 Charged In Alleged Texas-Based Meth Network

PLANO (CBSDFW.COM/AP) ? Thirty people have been indicted in what federal prosecutors say is a Texas-based scheme to distribute Mexican-produced methamphetamine.
U.S. Attorney John Malcolm Bales announced the indictment Friday in Plano.
The people indicted were allegedly part of a network that sold methamphetamine in Greenville. He says they?re believed to have distributed more than 500 pounds of meth, which can be sold in crystal form and smoked.
The 30 people are charged with conspiracy to distribute and possess methamphetamine. Several face weapons charges.
Three of the 30 people ? Felix Villegas of Dallas, and James Rowland and Jeremy Satter of Quinlan ? remain at large. Authorities are asking for help in locating them.
None of the defendants had an attorney listed in online records Friday morning.

Storm Isaac threatens Caribbean, GOP convention

MIAMI (Reuters) - Tropical Storm Isaac spun over the Caribbean Sea and could become a hurricane on Thursday as it moves on a track that would put it off the coast of Florida on Monday, the opening day of the Republican National Convention in Tampa.

As the center of Isaac moved away from the Leeward Islands, the storm prompted hurricane warnings in Haiti and the Dominican Republic.

Isaac may also threaten U.S. energy interests in the Gulf of Mexico, weather experts said. It was centered about 265 miles southeast of San Juan, Puerto Rico, early on Thursday, the U.S. National Hurricane Center said.

Isaac had top sustained winds of 45 miles per hour, and could strengthen into a hurricane late on Thursday or Friday as it approaches the coast of Hispaniola, the island shared by the Dominican Republic and flood-prone Haiti, the Miami-based center said.

Computer forecast models showed the storm moving west-northwest across the island on Friday, posing a severe risk of mudslides on Haiti's denuded hillsides.

Isaac was projected to weaken to a tropical storm over Haiti and then pass over Cuba before strengthening into a hurricane in the Florida Straits between Cuba and Florida. Its exact path after that remained uncertain.

Some computer models showed Isaac shifting slightly to the west and eventually moving parallel to Florida's western coastline. Others forecast the storm to make landfall in South Florida and then move inland.

At the Guantanamo Bay U.S. Naval Base in southeast Cuba on Wednesday, authorities said Isaac forced the postponement of pretrial hearings that were to begin on Thursday for five prisoners accused of plotting the September 11 attacks.

The U.S. military was preparing flights to evacuate the lawyers, paralegals, interpreters, journalists, rights monitors and family members of 9/11 victims who had traveled to the base for the hearings.

REPUBLICAN CONVENTION

Forecasters said it was too soon to gauge Isaac's potential impact on Tampa on Florida's Gulf Coast, where the Republican National Convention is to run from Monday through Thursday.

But Lixion Avila, a senior hurricane specialist at the hurricane center, suggested it would be foolish for anyone to think Tampa - where Republicans will nominate Mitt Romney as their presidential candidate - was out of harm's way.

Tampa Mayor Bob Buckhorn, a Democrat, said he was not really worried about Isaac, however.

"We're watching it. We're tracking it. I think we're going to be OK but we'll be prepared in the event it heads this way," Buckhorn told CNN on Wednesday.

"We hope it moves further away from us, but if it doesn't it's still going to be a great convention," he said.

Hurricane expert Jeff Masters of private forecaster Weather Underground said Tampa had a 9 percent chance of getting hit with tropical storm-force winds for a 24-hour period ending on the morning the Republican convention kicks off. But that could make the storm a non-event in terms of the convention itself.

"I put the odds of an evacuation occurring during the convention in the current situation at 3 percent," Masters said in his blog on the weatherunderground.com website.

ORANGE JUICE PRICE JUMP

Florida has not been hit by a major hurricane since 2005 and forecasts showed Isaac was not expected to strengthen beyond a weak Category 1, with top sustained wind speeds of about 80 mph.

Analysts at Weather Insight, a Thomson Reuters company, said Isaac has a 50 percent probability of moving into the heart of the Gulf of Mexico oil and gas production region.

The threat to Florida triggered a nearly 6 percent jump in orange juice prices on Wednesday as they surged to a six-week high in trading in New York.

Florida produces more than 75 percent of the U.S. orange crop and accounts for about 40 percent of the world's orange juice supply, making it key to volatility in orange juice futures trading.

The Atlantic hurricane season runs from June 1 through November 30, and August has traditionally been an active month. Friday is the 20th anniversary of Hurricane Andrew, which caused widespread damage when it came barreling ashore south of Miami on August 24, 1992.

On Thursday, Isaac is expected to pass just south of Puerto Rico. As the storm approached, Puerto Rico Governor Luis Fortuno declared a state of emergency, canceled classes, closed government agencies and activated the National Guard.

The government also froze prices on basic necessities such as food, batteries and other supplies and prepared emergency shelters at schools and other facilities.

Lurking behind Isaac, the hurricane center said another tropical depression formed over the eastern tropical Atlantic on Wednesday.

Located about 1045 miles west of the Cape Verde Islands, it was packing winds of 35 mph and was expected to become a tropical storm on Thursday. Forecasts predicted it will eventually veer toward the open Atlantic and away from the Caribbean.
